General Philip Sheridan came to the Shenandoah Valley to eliminate Early's army, and wreck the breadbasket of the Confederacy. During early September, Sheridan's 20,000 Federals sparred cautiously with Early's 12,000 Confederates. With the presidential election approaching, Sheridan could not afford to lose. Jubal Early mistook Sheridan's reluctance to fight for timidity, and grew bolder The Federals bided their time, waiting for an opportunity to strike.
